Ban users that log in from more than one unique IP

I'm not sure ban is the way to do this. But I think have a few users sharing accounts. Because of QoS rules it's basically giving there account more usage than others. I'm wanting to make ban_mod or limits only allow a user to have only 1 unique IP per user account.  I would like to block the 2nd unique IP but I think ban is the way to go too. I want to keep my log ins per user/ip but I do not want them to be logged in 2 places at once.

For this, I think that the MaxClientsPerUser might be helpful; see:

Thank you ever much, I was hopping to give people more log ins per user but only allow 1 IP at a time from user. But going to use that unless I can find something else to get it a bit better.
